Overview
This To the Administrator Addressed letter provides an update on two types of funding for instructional materials.
The first is the High-Enrollment Growth (HEG) adjustment for the 2025–26 school year, which provides additional instructional materials and technology allotment funding to eligible districts and open-enrollment charter schools experiencing significant student growth.
The second is a settle-up of entitlement funds for Fiscal Year 2026 based on current enrollment, including the State Board of Education (SBOE)-Approved Instructional Materials Entitlement and State-Developed Open Education Resources (OER) Entitlement, impacting instructional materials funding for eligible school districts and open-enrollment charter schools.
HEG Adjustments for 2025-26 School Year
The provides additional Instructional Materials and Technology Allotment (IMTA) funds to school systems experiencing significant student enrollment increases in a given school year.
High-enrollment-growth adjustments are based on the difference between a school system's percentage of enrollment growth and that of the state. Enrollment growth calculations are determined each fiscal year based on fall Texas Student Data System Public Education Information Management System (TSDS PEIMS) enrollment data. For this year, a district qualifies for an HEG adjustment if its one year enrollment growth from fall 2024 to fall 2025 exceeds 7.51%.
The Âé¶¹Ô´´ has identified the school systems with the highest enrollment growth from fall 2024 to fall 2025 and will make adjustments for 95 school systems.
The adjustment provides an additional $174.70 per eligible student.
The commissioner’s determination under this process is final and cannot be appealed, per 19 Texas Administrative Code (TAC), §66.1309(c).
The list of qualifying school systems and the adjustment amount for each is available on the Instructional Materials Funding webpage. The additional funding will be loaded into EMAT, the instructional materials ordering system, in May 2026.
Instructional Materials Entitlement Settle-Up
The SBOE-Approved Instructional Materials Entitlement () is an annual entitlement that can be applied to all instructional materials that have been placed on the approved list by the SBOE. The State-Developed OER Entitlement () is an annual entitlement that can be applied to Bluebonnet Learning materials that have been placed on the SBOE-approved list of instructional materials.
Both entitlements are calculated using student enrollment. Before the TSDS PEIMS student enrollment data from the fall 2025 snapshot collection was available, a school system was allotted funding for these entitlements based on 90% of the TSDS PEIMS student enrollment data from the fall 2024–25 snapshot collection. Now that the TSDS PIEMS data collection is complete, the agency will adjust the entitlement funds for each eligible school system based on actual enrollment data for the current school year.
Initial amounts of these entitlement funds were provided in September 2025, utilizing 90% of the school system’s enrollment from the fall snapshot of the previous school year (. The updated amounts of entitlement funds reflect the enrollment captured during the fall snapshot of the 2025–26 school year. This means your school system now has an updated amount of funds (depending on fall snapshot enrollment, this amount may be higher or lower) that can be applied towards the purchase of any materials previously approved by the SBOE in the instructional materials review and approval (IMRA) process. Please note that if your school system has reduced funds, Âé¶¹Ô´´ will reach out to notify you of this update. The 2026–27 SBOE-Approved Instructional Materials Entitlement and State-Developed OER Entitlement will be made available to school systems in September 2026. As initially provided last school year, these upcoming entitlement funds will be calculated using 90% of a school system’s enrollment from the fall snapshot of the previous school year.
