Requisitions in EMAT
A requisition is an order for instructional materials placed in EMAT in which 麻豆原创 sends the order directly to the publisher and deducts payment from the local school system鈥檚 Instructional Materials and Technology Allotment (IMTA) fund, State Board of Education (SBOE)-Approved Instructional Materials entitlement, and/or their State-Developed Open Education Resource (OER) entitlement. Please note that requisitions can only be used to purchase state-adopted and SBOE-approved materials.
Requisition Process Overview
The following outlines the general requisition process:
1. A school system submits a requisition for state-adopted or SBOE-approved instructional materials.
2. Allotment and/or entitlement funds are deducted from the school system鈥檚 account in EMAT.
3. 麻豆原创 reviews the requisition and will reach out if additional information is needed for approval.
4. If the requisition is approved, 麻豆原创 will send the order directly to the publisher for fulfillment.
5. Once the publisher fulfills and ships the order, 麻豆原创 pays the publisher.

Requisition Request Statuses
When creating a requisition, there are three request statuses, including In Progress, Submitted, and Complete:
- A requisition in progress has been saved or reopened but not submitted.
- A submitted requisition is a request waiting for review by 麻豆原创. After review, submitted requisitions may be approved or reopened.
- A completed requisition has been approved by 麻豆原创, and the order has been sent to the publisher for fulfillment.
Types of Requisitions
There are three types of requisitions: program, component, and Bluebonnet Learning.
- A program requisition allows a local school system to purchase an entire package or bundle of state-adopted or SBOE-approved instructional materials. A program is a bundled package available that includes all the individual components necessary to teach.
- A component requisition allows a local school system to purchase an individual part, or component, of a program offering.
- A Bluebonnet Learning requisition allows a local school system to purchase any SBOE-approved Bluebonnet Learning instructional materials and access their State-Developed OER entitlement.
Steps for Creating and Submitting a Program Requisition
- Log into 麻豆原创L and choose the EMAT application.
- On the district start page, click Create New Requisition on the Program Requisition row.
- Select the Program Requisition tab.
- Select the grade level of the program intended for purchase.
- Note that elementary Languages Other Than English (LOTE) can be found in grade 1 and middle school LOTE is in grade 6.
- Click the magnifying glass to select the multiple list code (MLC) of the program.
- If you鈥檙e not sure what the MLC is for the grade level and course of the program, refer to the MLC web page.
- Select the MLC from the provided list.
- Click the magnifying glass to search for the ISBN of the intended program for purchase.
- Once the ISBN is found, select the Program ISBN from the list.
- If needed, click the item details icon to view detailed information about the selected program item, including: the full program title, comments section with package information, and Texas Essential Knowledge and Skills (TEKS) coverage percentages.
- After the program is selected, enter the quantity needed in the Student Requisition Quantity (Student Req Qty) field and/or the Teacher Requisition Quantity (Teacher Req Qty) field.
- If the program is a student package, enter the number of students that will need materials.
- If the program is a teacher package, enter the number needed for teachers in the Teacher Requisition Quantity field and then enter the number of students the teacher will be teaching using this material.
- Please note that no quantity fields can be left blank. All quantity fields require a whole number greater than 0.
- Once the quantity is entered, the extended amount field will automatically calculate the total cost of the requisition.
- To submit a requisition, click on requisition summary and then submit to 麻豆原创.
- To view the requisition summary, click view/print requisition summary before hitting submit.
Steps for Creating and Submitting a Component Requisition
- Log into 麻豆原创L and choose the EMAT application.
- On the district start page, click Create New Requisition on the Component Requisition row.
- Select the Component Requisition tab.
- Select the grade level of the program intended for purchase.
- Note that elementary LOTE can be found in grade 1 and middle school LOTE is in grade 6.
- Click the magnifying glass to select the multiple list code (MLC) of the parent program that contains the necessary component(s).
- If you鈥檙e not sure what the MLC is for the grade level and course of the program, refer to the MLC web page.
- Select the MLC from the provided list.
- Then, click the magnifying glass to search for the ISBN of the parent program that contains the necessary component(s).
- A component is only a part of a program. As such, the parent program, the program the component is a part of, needs to be found so the intended component can be identified.
- Once the parent program ISBN is found, click the magnifying glass to select the ISBN of the intended component for purchase.
- If needed, click the black diagonal arrow icon to view detailed information about the selected component item.
- After the component is selected, enter the quantity needed in the Student Requisition Quantity (Student Req Qty) field and/or the Teacher Requisition Quantity (Teacher Req Qty) field.
- If the program is a student package, enter the number of students that will need materials.
- If the program is a teacher package, enter the number needed for teachers in the Teacher Requisition Quantity field and then enter the number of students the teacher will be teaching using this material.
- Please note that no quantity fields can be left blank. All quantity fields require a whole number greater than 0.
- Once the quantity is entered, the extended amount field will automatically calculate the total cost of the requisition.

Bluebonnet Learning Requisitions
School systems that are placing their first order of Bluebonnet Learning instructional materials may begin with Program Requisitions. An initial purchase of Bluebonnet Learning instructional materials must include all components of the product. It's important to note that the teacher AND student programs must be purchased together in one requisition.
Submit a (outside of EMAT) with the requisition when the school system already possesses the required components that are identical or substantially similar. Eligible components include:
- Trade books | Bluebonnet Learning K鈥5 Reading Language Arts (RLA)/Aprendizaje Bluebonnet Artes del lenguaje y lectura (SLAR)
- Manipulative kits | Bluebonnet Learning K鈥5 Math/Aprendizaje Bluebonnet Matem谩ticas K鈥5
- English Teacher Editions* | Aprendizaje Bluebonnet Matem谩ticas K鈥5 and Grado 6 Matem谩ticas de secundaria
*English Teacher Editions are only eligible for component exemption when used in dual-language classrooms for math.
School systems reordering Bluebonnet Learning may only need to submit a Component Requisition.
All RLA/SLAR programs include Foundational Skills/Destrezas fundamentales (phonics), so a separate purchase of these materials is not required.
However, Big Books鈥攁n instructional component of Foundational Skills/Destrezas fundamentales鈥攁re not included in the RLA/SLAR teacher programs and must be purchased separately. Guidance on ordering Big Books is available in the K鈥3 Foundational Skills/Destrezas fundamentales Program Requisitions section.
Additionally, when purchasing SLAR instructional materials, school systems must procure both the teacher and student programs. English teacher programs cannot be substituted for Spanish teacher programs, as the materials are not transliterated.
Steps for Ordering K鈥5 RLA/SLAR Program Requisitions
- On the District Start Page, navigate to the EMAT Requisition List and then select Create New Requisition next to Bluebonnet Requisition.
- At the top of the page, click on the Program Requisition tab.
- Moving left to right, begin with Grade Level, then select a Multiple List Code (MLC), and then look up the program available by ISBNs.
- When searching for Bluebonnet Learnings programs in Grade K, RLA click on the magnifying glass in the ISBN field to display the three available programs:
- a teacher program without trade books,
- a student program, and
- a teacher program with trade books.
- Select one of the teacher programs first.
- Next, enter the quantity of teachers for the order. (Please note that EMAT will calculate the price based on your quantity ordered in the extended amount field. The field student population for order has no impact on order quantities and is available to help guide your order selection.)
- Click on the 鈥+鈥 on the left side to add a new line to the order.
- Repeat the process of choosing Grade K, RLA, and click on the magnifying glass in the ISBN field to display the three available programs.
- Now, select the student program and enter the quantity of students for the order.
- Click on the 鈥+鈥 on the left side to add a new line to the order.
Repeat the process for remaining grade levels.
All Foundational Skills and Destrezas fundamentales phonics instructional materials are included in the RLA/SLAR programs, so a separate phonics order is not necessary unless a school is procuring Foundational Skills and/or Destrezas fundamentales to use as standalone programs.
Please note that the Big Books instructional material component is not included in Foundational Skills teacher programs; they need to be purchased separately.
Steps for Ordering K鈥3 Foundational Skills Program Requisitions
- On the District Start Page, navigate to the EMAT Requisition List and then select Create New Requisition next to Bluebonnet Requisition.
- At the top of the page, click on the Program Requisition tab.
- Moving left to right, begin with Grade Level, then select a Multiple List Code (MLC), and then look up the program available by ISBNs.
- When searching for Bluebonnet Learnings programs in Grade K Phonics, click on the magnifying glass in the ISBN field to display the three available programs:
- a teacher program,
- a student program, and
- an add-on program of Big Books.
- Select one of the teacher programs first.
- Next, enter the quantity of teachers for the order. (Please note that EMAT will calculate the price based on your quantity ordered in the extended amount field. The field student population for order has no impact on order quantities and is available to help guide your order selection.)
- Click on the 鈥+鈥 on the left side to add a new line to the order.
- Repeat the process of choosing Grade K, Phonics and click on the magnifying glass in the ISBN field to display the three available programs.
- Now, select the student program and enter the quantity of students for the order.
- Click on the 鈥+鈥 on the left side to add a new line to the order.
Repeat the process for remaining grade levels.
An initial purchase of Aprendizaje Bluebonnet Matem谩ticas K鈥5, the Bluebonnet Learning Spanish math programs, requires both teacher and student programs. The only exception is for dual-language models, where English K鈥5 Math teacher materials may be substituted for the Spanish Matem谩ticas K鈥5 teacher materials with an approved.
Steps for K鈥5 Math Program Requisitions
- On the District Start Page, navigate to the EMAT Requisition List and then select Create New Requisition next to Bluebonnet Requisition.
- At the top of the page, click on the Program Requisition tab.
- Moving left to right, begin with Grade Level, then select a Multiple List Code (MLC), and then look up the program available by ISBNs.
- When searching for Bluebonnet Learnings programs in Grade K, Math, click on the magnifying glass in the ISBN field to display the six available programs:
- two teacher programs including class manipulatives,
- two teacher programs missing class manipulatives, and
- two student programs.
Please note that there are currently two print vendors for each math program: escPrintWorks (Region 4) and Great Minds. School systems should choose one print vendor per requisition.
- Select one of the teacher programs first.
- Next, enter the quantity of teachers for the order. (Please note that EMAT will calculate the price based on your quantity ordered in the extended amount field. The field student population for order has no impact on order quantities and is available to help guide your order selection.)
- Click on the 鈥+鈥 on the left side to add a new line to the order.
- Repeat the process of choosing Grade K, Math and click on the magnifying glass in the ISBN field to display the available programs.
- Now, select the student program and enter the quantity of students for the order. Be sure to choose the same print vendor selected for the teacher program.
- Click on the 鈥+鈥 on the left side to add a new line to the order.
Repeat the process for remaining grade levels. If a requisition is submitted with a mix of print vendors, it will be reopened or sent back for revision.
Please note that only Grade 6 in Secondary Mathematics is available in both English and Spanish (Grado 6 Matem谩ticas de secundaria).
- When searching for Bluebonnet Learnings programs in Grade 6, Math, click on the magnifying glass in the ISBN field to display the four available programs:
- two teacher programs, and
- two student programs.
Please note that there are currently two print vendors for each math program: escPrintWorks (Region 4) and Carnegie Learning. School systems should choose one print vendor per requisition.
- Select one of the teacher programs first.
- Next, enter the quantity of teachers for the order. (Please note that EMAT will calculate the price based on your quantity ordered in the extended amount field. The field student population for order has no impact on order quantities and is available to help guide your order selection.)
- Click on the 鈥+鈥 on the left side to add a new line to the order.
- Repeat the process of choosing Grade 6, Math and click on the magnifying glass in the ISBN field to display the available programs.
- Now, select the student program and enter the quantity of students for the order. Be sure to choose the same print vendor selected for the teacher program.
- Click on the 鈥+鈥 on the left side to add a new line to the order.
Repeat the process for remaining grade levels. If a requisition is submitted with a mix of print vendors, it will be reopened or sent back for revision.
Component requisitions are used to purchase consumable materials. After all components have been initially purchased (through a program requisition), a school system may purchase individual components.
All the books in the K鈥5 Math (English and Spanish) and Secondary Mathematics (English and Spanish) student programs are consumable and will need to be replaced yearly through either a program or component requisition to reorder student materials.
Conversely, K鈥5 RLA/SLAR and K鈥3 Foundational Skills/Destrezas fundamentales student programs contain both consumable and durable components; activity books need to be replaced year after year, while trade books and readers are considered durable. Therefore, it is recommended to order RLA and Skills student programs only by component requisition after the initial implementation year.
Steps to Create a New Bluebonnet Learning Component Requisition
- On the District Start Page, navigate to the EMAT Requisition List and then select Create New Requisition next to Allotment-Component Requisition.
- The following message will pop up: 鈥淧lease note that Component Requisitions are for ordering individual components, priced individually. If you are intending to order an entire program, please submit a Program Requisition as this many provide bundled pricing. For IMRA 24 items, LEAs must order the entire program before submitting requests for individual components or separate programs.鈥 Click OK to acknowledge to the message and begin the Component Requisition.
- At the top of the page, click on the Component Requisition tab.
- Moving left to right, begin with Grade Level, then select a Multiple List Code (MLC), and then look up the components available by Program ISBNs.
- Select the intended course (RLA, math, phonics, etc.) and then click on the magnifying glass in the Parent ISBN* field to display the available parent programs available.
- To reorder student consumables, choose the parent student program.
- With the Parent ISBN selected, click on the magnifying glass in the ISBN field to display the available student programs.
- Select the desired component.
- Enter the quantity of students for the order.
- Click on the 鈥+鈥 on the left side to add a new line to the order.
Repeat the process for all grade levels.
*Parent ISBN is the term used to identify the program ISBN. Components are not listed separately in EMAT; school systems must first know what program the components are from and use that program/parent ISBN to navigate to the individual components for procurement.
Component Exemption Requests
A local school system may request a waiver, in accordance with Texas Administrative Code 搂搂67.1003 and 67.1004(m) and Texas Education Code 搂7.056, to exempt procurement of certain components of a State Board of Education (SBOE)-approved instructional material. A component exemption only applies when a school system already has identical or near-identical materials available for each student or teacher.

Submission Requirements
To request a component exemption, local school systems must complete the In an effort to simplify the component exemption process, the requirements have changed slightly for the 2026鈥27 school year:
- School systems will certify that the district or open鈥慹nrollment charter school already possesses the correct quantity of the identical or near鈥慽dentical instructional component via .
- The must be signed by a district level administrator with signing authority OR with ordering authority in EMAT.
- No attachments or additional documentation are required.
- 麻豆原创 must approve the completed form before the associated requisition can be approved.

Post-Approval Requisition Guidance
After a requisition is approved in EMAT, timely communication and coordination with publishers and vendors are essential to ensure accurate delivery, proper freight handling, and successful inventory of instructional materials.
The following information outlines key expectations for publisher communication, delivery timelines, freight requirements, and inventory preparation. Understanding these steps helps school systems anticipate potential delays, comply with statutory requirements, and reduce issues related to missing or misdelivered materials.
Proactive planning and clear communication after approval support a smooth transition from ordering to classroom readiness.
Publishers should contact the school system鈥檚 EMAT ordering contact with an order confirmation and delivery details for print and digital items.
If a vendor has not reached out within one week of the requisition being approved (not submitted), it is recommended to proactively reach out for additional information about the order.

Each publisher's process is unique; communicating directly with the publisher is necessary to ensure the next steps are clear. For each requisition order, school systems should confirm the following information with the publisher and/or print vendor:
- Shipping address, delivery instructions (lift gate availability, etc.), warehouse hours, summer blackout dates, and delivery requirements.
- Packaging options such as palletizing by campus or palletizing by product, if available.
- Delivery process for digital products. Confirm digital rostering timelines, points of contact, and platform requirements with vendors prior to the start of instruction.
- Any vendor or school system forms needed to process orders.
- Contact information for any relevant staff, including the warehouse staff, IT staff, instructional materials staff, etc.
It is the responsibility of the school system to communicate its unavailability to receive shipments. Common shipment blackout dates include the week of the 4th of July, Memorial Day, and Fridays in the summer.
Please note that the EMAT ship date is a requested date, not a guaranteed delivery date. Actual shipping dates depend on printer capacity and availability; shipping dates need to be confirmed directly with the publisher and/or vendor.
Local school systems should plan to submit requisitions as early as possible to help ensure instructional materials arrive before the start of the academic year. Freight delays may occur during off-cycle times of the year.
The EMAT delivery point address will be shared with the publisher or print vendor, and only one address will be provided; after EMAT reopens in May, all local school systems must review and save delivery addresses before submitting a requisition.
The state's freight fund covers the cost of freight, and local school systems may receive these funds by submitting a freight disbursement in EMAT to pay eligible freight costs.
Freight invoices may be issued weeks or months after delivery to allow vendors time to confirm the carrier鈥檚 final charges.

School system staff may consider preparing inventory instructional materials to maintain accurate local records and to report any missing items, as required by TEC 66.107.
Print Inventory
Consider the following to support with the inventory of print instructional materials:
- Conduct inventory at one primary location before materials are distributed to campuses. If inventorying occurs on a campus, designate one individual to receive deliveries from the warehouse and complete the inventory process; materials should not be distributed to classrooms until inventorying is complete.
- Establish systems to collect and track information on overages and shortages.
- Inventory should include all materials for the full school year鈥攚hile first units may be prioritized, second鈥憇emester materials should also be inventoried in case replacements are needed, as many vendors impose time limits on missing鈥憁aterials requests.
- Out鈥憃f鈥慳doption instructional materials should be removed, and a proper floor plan and effective storage systems should be developed to support the organization of instructional materials. All materials should be clearly and accurately labeled.
Digital Inventory
School systems may also need to consider the digital delivery of instructional materials, this may include:
- identifying a primary IT contact to support roster integration,
- understanding vendor鈥憇pecific requirements for digital access, and
- establishing clear expectations for when rostering can occur.
Additionally, school systems might need to account for district鈥慸efined 鈥渂lackout鈥 periods that may limit roster uploads or system changes and ensure staff are familiar with each vendor鈥檚 digital platform to support timely access for educators and students.
Recommended Next Steps:
- Communicate early with warehouse staff, instructional coordinators, and any other personnel who will support the inventory process.
- Establish systems and procedures for efficient inventorying and consult with the publisher and/or vendor to identify any tools or supports they offer to assist with inventory tracking.
- Once all materials have arrived鈥攔ecognizing that shipments may arrive separately鈥攃ommunicate any missing materials directly to the print vendor.
Please note that shipments of Bluebonnet Learning instructional materials are estimated at approximately one (1) pallet per classroom. Inventory lists are available on the . Additionally, the OER Print Operations team (via a ) can provide a spreadsheet listing all unique books to support inventory purposes.
The following is a recommended checklist that school systems should advise after a requisition has been approved in EMAT:
- Verify EMAT shipping contact information and confirm one primary delivery address before submitting requisitions.
- Monitor email for vendor confirmation within one (1) week of requisition approval; proactively follow up if no response is received.
- Complete any required delivery confirmation forms provided by vendors.
- Confirm shipping details with the vendor, including:
- Delivery address
- Delivery instructions
- Lift gate availability
- Warehouse hours
- Blackout or restricted delivery dates
- Discuss packaging preferences (e.g., palletized by campus or by product) and confirm the digital delivery process, if applicable.
- Direct delivery timeline questions to publishers or print vendors; remember that the EMAT ship date is requested, not guaranteed.
