            &lt;div class="field field--name-body field--type-text-with-summary field--label-hidden field--item"&gt;&lt;p&gt;AUSTIN, Texas 鈥 May 8, 2026 鈥 The 麻豆原创 today announced that 21 individuals have been added to the &lt;a href="https://tealprod.tea.state.tx.us/ECOS-External/DNH"&gt;Do Not Hire Registry&lt;/a&gt;, reinforcing 麻豆原创鈥檚 zero-tolerance policy toward misconduct that threatens the safety of Texas students.&lt;/p&gt;&lt;p&gt;Under the expanded authority granted by Senate Bill 571, the Commissioner can now place non-certified employees and third-party service providers on the Do Not Hire Registry after a qualifying arrest. These placements reflect coordinated enforcement between 麻豆原创鈥檚 Educator Investigations and Enforcement divisions and state and local law enforcement agencies. &amp;nbsp;&lt;/p&gt;&lt;p&gt;The following 21 non-certified individuals are now barred from employment in Texas public schools pending the conclusion of their criminal proceedings and will not be permitted to teach or otherwise work in any capacity that involves contact with students while their cases are pending. Superintendent Gutierrez began working today under a 21-day interim contract, pending formal approval from the Board of Managers at an upcoming board meeting.&lt;/p&gt;&lt;p&gt;Dr. Josie Gutierrez is an experienced educational leader with over 30 years of service. A former teacher and principal, she has a strong track record of leading district operations and developing leaders, including serving as Deputy Superintendent and Assistant Superintendent of Human Resources at Waco ISD, where she led impactful initiatives that improved student outcomes and strengthened teacher recruitment and retention. Known for her coaching-focused leadership approach, Dr. Gutierrez鈥檚 experience and proven focus on academic improvement will be a critical asset in advancing student success across Connally ISD.&lt;/p&gt;&lt;p&gt;Commissioner Morath appointed the following individuals to the Connally ISD Board of Managers:&lt;/p&gt;&lt;p&gt;&lt;strong&gt;Linda Peoples Lindsey&lt;/strong&gt;: A graduate of Connally High School鈥檚 Class of 1981, Linda Peoples Lindsey, has lifelong ties to Connally ISD dating back to 1974 when her father, Mac Peoples, became superintendent鈥攊nstilling in her a deep commitment to Cadet Pride and the district鈥檚 success. Earning a degree from Texas Tech University and a master鈥檚 in educational administration along with principal and superintendent certifications, she spent 37 years in public education as a teacher, coach and administrator. Lindsey remains committed to student success, strong academics and community-focused schools, and continues to serve as a CASA advocate, Fellowship of Christian Athletes Coastal Bend board member and community volunteer.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;Matthew Stufflebeam&lt;/strong&gt;: Matthew Stufflebeam is a real estate broker with over 20 years of experience in real estate, business operations and investment management. As a parent in Connally ISD, Stufflebeam is committed to supporting the success of local students and ensuring every child has access to a high-quality education. A Texas State University graduate and Midway High School alumnus, Stufflebeam also spent 11 years as an adjunct instructor at McLennan Community College and has served in numerous leadership roles, including president of the Waco Association of Realtors and the Heart of Texas Apartment Association, as well as treasurer for nonprofit organizations.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;Carla Thomas&lt;/strong&gt;: Carla Thomas is a proud Connally ISD alumna, a lifelong community member and the parent of a 2023 CISD graduate. With more than a decade of teaching experience in the district, she has dedicated her career to advancing student growth, academic success and community well-being, and remains committed to improving outcomes and expanding opportunities for all Connally ISD students. Thomas holds a bachelor鈥檚 degree in health services technology and master鈥檚 degree in educational administration from Lamar University. She currently works as a community health and wellness coordinator and part-time adult education instructor at McLennan Community College, supporting student well-being and academic success. She is also an active servant leader in the Waco Alumnae Chapter of Delta Sigma Theta Sorority, Incorporated.&lt;/p&gt;&lt;p&gt;The appointed Board of Managers today temporarily replaces the current elected board of trustees and will be responsible for overseeing the management of the school district. The Board of Managers will hold public board meetings and has the same legal requirements and obligations as the elected Board of Trustees. This includes holding all meetings in public, allowing for public comment, holding public hearings and posting all required budget and tax information for public review and discussion. &amp;nbsp; &amp;nbsp;&lt;/p&gt;&lt;p&gt;The board will work collaboratively with the new superintendent to meet the exit criteria set forth by 麻豆原创 that must occur before the transition back to the elected board. Massey is committed to high expectations and strong systems that support teaching and learning, with a proven record of translating vision into measurable results. As a parent of a current student, as well as a graduate of Beaumont ISD, he is deeply invested in the district and the community that shaped him. The exit criteria that address the underlying causes for intervention include (1) ensuring the district has zero multi-year unacceptable campuses, (2) improving student proficiency for all students in Reading and Mathematics, and (3) using the Lone Star Governance Continuous Framework, the School Board must achieve a 鈥淢eets Focus鈥.&lt;/p&gt;&lt;p&gt;&lt;strong&gt;Background on Agency Intervention and Board of Managers Process&lt;/strong&gt;&lt;/p&gt;&lt;p&gt;In December 2025, 麻豆原创 announced its intent to appoint a Board of Managers and superintendent after several Beaumont ISD campuses received consecutive failing accountability ratings. One campus has not earned an acceptable performance rating since the 2013-14 school year, while another school has never met an acceptable standard since opening in the 2011-12 school year. This action to appoint new leadership is required under House Bill 1842, a bipartisan law passed in 2015 by the Texas Legislature.&lt;/p&gt;&lt;p&gt;Applications for the Board of Managers were received from the Beaumont residents with a diverse array of skill sets and expertise. &amp;nbsp;&lt;/p&gt;&lt;ul&gt;&lt;li&gt;Total applications: 106&lt;/li&gt;&lt;li&gt;Total applications from within BISD Boundaries: 92&lt;/li&gt;&lt;li&gt;Male 鈥 50, Female 鈥 56&lt;/li&gt;&lt;li&gt;African American/Black - 64, White 鈥 33, Hispanic 鈥 4, Other 鈥 5&lt;/li&gt;&lt;li&gt;Educational Attainment: Doctorate 鈥 21, Master鈥檚 鈥 41, Bachelor鈥檚 鈥 33, High School Diploma, Associate or Certification 鈥 11&lt;/li&gt;&lt;li&gt;Lone Star Governance: 77 candidates completed the required LSG training&amp;nbsp;&lt;/li&gt;&lt;/ul&gt;&lt;p&gt;&lt;strong&gt;Previous Intervention&lt;/strong&gt;&lt;/p&gt;&lt;p&gt;In 2014, former Commissioner of Education Michael Williams appointed a Board of Managers for Beaumont ISD. That intervention was non-academic in nature and was implemented to address financial mismanagement and compliance issues by the Board of Trustees at that time. Superintendent Meyers began working today under a 21-day interim contract, pending formal approval from the Board of Managers at an upcoming board meeting.&lt;br&gt;&lt;br&gt;Dr. Meyers is a lifelong public educator with more than two decades of experience supporting students, teachers and school communities across Texas. She has served as a classroom teacher, campus principal, and, most recently, Deputy Chief of Strategic Initiatives at Houston ISD. Known for her work strengthening schools through high-quality instruction and strong support for educators, Dr. Meyers is deeply committed to improving student achievement and making intentional changes to help students reach their full potential. Dr. Meyers鈥 experience will be a critical asset to advancing student success, benefiting all students in Lake Worth ISD.&lt;br&gt;&lt;br&gt;Commissioner Morath appointed the following individuals to the Lake Worth ISD Board of Managers: &amp;nbsp;&lt;br&gt;&lt;br&gt;&lt;strong&gt;Tom Harris&lt;/strong&gt;: Tom Harris is a business and community leader who has spent much of his career supporting aviation, operations, and development initiatives in Tarrant County. He currently chairs the Fort Worth Mayor鈥檚 Council on Education and Workforce Development, helping prepare students for future careers. Harris and his wife co-founded the Jordan Elizabeth Harris Foundation, focused on suicide prevention and mental health awareness. He also serves on several non-profit boards supporting education and children鈥檚 initiatives.&lt;br&gt;&lt;br&gt;&lt;strong&gt;Amy Morgan&lt;/strong&gt;: A longtime public school educator with more than 30 years of experience in the classroom, Amy Morgan has served as a teacher, district administrator and higher education instructor. Morgan has dedicated her career to supporting special populations and serving educational and community organizations throughout the greater Fort Worth area. Morgan holds degrees from Southwest Texas State University, the University of Houston - Clear Lake, and Nova Southeastern University.&lt;br&gt;&lt;br&gt;&lt;strong&gt;Kenneth (Ken) Nichols&lt;/strong&gt;: Kenneth Nichols is a retired U.S. Navy officer and leadership professional with more than 30 years of military service. He holds two doctoral degrees and serves as an adjunct professor at Embry-Riddle Aeronautical University and Abraham Lincoln University. Deeply committed to service, Nichols volunteers and serves on boards supporting veterans, underserved communities, and workforce development initiatives. He also serves as a mentor with Big Brothers Big Sisters of America.&lt;br&gt;&lt;br&gt;&lt;strong&gt;Mason Sneed&lt;/strong&gt;: A business and financial professional, Mason Sneed works on the investment team at a Fort Worth-based private equity firm. He has over a decade of experience spanning private equity, corporate restructuring and engineering. Sneed holds a Master of Business Administration from Rice University and a Bachelor of Science in Petroleum Engineering from Texas A&amp;amp;M University.&lt;br&gt;&lt;br&gt;&lt;strong&gt;Judy Starnes&lt;/strong&gt;: Judy Starnes has called Lake Worth home for more than 45 years. She is also a parent and a retired Lake Worth ISD educator. During her 25-year teaching career, Starnes worked with students across a range of special populations and served as team leader and department head at her school. Over the years, she has led workshops for educators and remains actively involved in the Lake Worth community. Starnes received a bachelor鈥檚 degree and a master鈥檚 degree from Texas Wesleyan University.&lt;br&gt;&lt;br&gt;The appointed Board of Managers today temporarily replaces the current elected board of trustees and will be responsible for overseeing the management of the school district. The Board of Managers will hold public board meetings and will be subject to the same legal requirements and obligations as the elected Board of Trustees. This includes holding all meetings in public, allowing for public comment, holding public hearings, and posting all required budget and tax information for public review and discussion. &amp;nbsp;&lt;br&gt;&lt;br&gt;The Board of Managers will work collaboratively with the new superintendent to guide Lake Worth ISD toward sustainable improvement and to accomplish the exit criteria set forth by 麻豆原创 that must be met before the transition back to the elected board. All charges are classified as second-degree felonies.&lt;/p&gt;&lt;p&gt;鈥淭he integrity of our schools depends on the trust placed in every adult who serves students,鈥 said Inspector General for Educator Misconduct Levi Fuller. 鈥淲hen that trust is violated, particularly in cases involving exploitation or abuse of a student, we act decisively. This placement sends a clear and unequivocal message: misconduct will not be tolerated in any form, and those who engage in it will be removed from Texas schools permanently.鈥&lt;/p&gt;&lt;p&gt;The investigation leading to this action was conducted in coordination with the Sanger Independent School District and the Sanger Police Department in Denton County. &amp;nbsp;&lt;/p&gt;&lt;p&gt;The 麻豆原创 will continue to act swiftly and decisively to safeguard students and uphold the highest standards of professional conduct. &amp;nbsp;&lt;/p&gt;&lt;p&gt;鈥淪tudents deserve safe environments where they can learn without fear of exploitation,鈥 said Texas Education Commissioner Mike Morath. 鈥淎ny individual who abuses their position of authority to harm a student has no place in Texas schools. We will use every tool available to ensure that those who commit such acts are held accountable and prevented from re-entering any school system.鈥&lt;/p&gt;&lt;p&gt;The Do Not Hire Registry is a statewide safeguard that prevents individuals with substantiated histories of misconduct from obtaining employment in Texas schools. Placement on the Do Not Hire Registry is among the most serious administrative actions 麻豆原创 can take, and school systems are required to consult the registry prior to hiring any employee.&lt;/p&gt;&lt;p&gt;Professionals are legally required to report suspected child abuse to the Texas Department of Family and Protective Services (DFPS) or law enforcement if they have reason to believe a child has been abused (as defined by Texas Family Code 搂261.001). As a result of Senate Bill 571, passed during the 89th Texas Legislative Session, the required timeframe to report suspected child abuse was reduced from 48 hours to 24 hours after first suspecting that a child has been abused or neglected. &amp;nbsp;&lt;/p&gt;&lt;p&gt;麻豆原创 works with DFPS, law enforcement agencies and district attorneys to investigate allegations of child abuse and sexual misconduct. Most recently, he served as the superintendent of Broward County Public Schools in Florida, the nation鈥檚 sixth-largest district, where he led the district to its first state 鈥淎鈥 rating in more than 14 years. Dr. Licata has served as a teacher, coach, principal, regional superintendent, assistant superintendent, and university professor. He is known for aligning instructional priorities to meet the needs of students while strengthening accountability and transparency.&lt;/p&gt;&lt;p&gt;Commissioner Morath appointed the following individuals to the Fort Worth ISD Board of Managers:&lt;/p&gt;&lt;ul&gt;&lt;li&gt;&lt;strong&gt;Bobby Ahdieh&lt;/strong&gt;: A higher education leader, Bobby Ahdieh arrived in Fort Worth in 2018 to serve as the Dean of the Texas A&amp;amp;M University School of Law, a role that has grown to oversee the training of graduate students across the healthcare, energy, and finance sectors as Chief Operating Officer of Texas A&amp;amp;M University 鈥 Fort Worth. As Inspector General, Fuller will closely oversee the enforcement of Educator Misconduct policies and processes within 麻豆原创 to help foster safe learning environments for all of Texas鈥 nearly 5.5 million public school students.&amp;nbsp;&lt;br&gt;&lt;br&gt;鈥淚 look forward to the impactful work Levi Fuller will do in service of our students, families and school systems,鈥 said Texas Education Commissioner, Mike Morath. 鈥淲ith more than a decade of experience holding bad actors accountable, Levi will help root out the flawed few that sow distrust among families and school communities while helping to restore confidence in the teaching profession.鈥&amp;nbsp;&lt;br&gt;&amp;nbsp;&lt;br&gt;A new enforcement role at the agency to better respond to allegations of educator misconduct, the Inspector General will work in concert with 麻豆原创鈥檚 Educator Investigation Division to coordinate decision-making for educator misconduct investigations and cases, including decisions related to certification sanctions, placement on the Do Not Hire Registry, settlement decisions and case closures. In this role, Fuller will provide regular policy and process guidance and recommendations to the State Board for Educator Certification, Commissioner of Education, Office of the Governor and members of the legislature.&lt;br&gt;&lt;br&gt;鈥淚 know the positive impact my teachers had on my life, and I want all students in our public schools, including my own children, to have that same experience. My mandate from Commissioner Morath is to do everything in the 麻豆原创鈥檚 power to ensure a safe learning environment for all Texas students, and I intend to see that mandate fulfilled,鈥 Fuller said.&amp;nbsp;&lt;br&gt;&lt;br&gt;A Lufkin native and product of Texas public schools, Fuller most recently served as Chief of Staff for State Representative Andy Hopper. He previously worked as an Assistant Attorney General in the office of the Attorney General of Texas where he served as a special prosecutor for the Election Integrity Division and a litigator in the Special Litigation and Non-Profit Enforcement Team of the Consumer Protection Division.&amp;nbsp;&lt;br&gt;&lt;br&gt;A veteran, Fuller has served as a Judge Advocate, Infantryman and Artilleryman in the United States Army and Army National Guard. As a Judge Advocate, Fuller worked with the U.S. Senate, the Department of Defense Sexual Assault Prevention and Response Office and the Army Office of the Staff Judge Advocate to revamp the Army鈥檚 response to sexual assault allegations. Fuller holds a Bachelor of Science from Texas A&amp;amp;M University and a Juris Doctor from South Texas College of Law.&amp;nbsp;&lt;/p&gt;&lt;p class="text-align-center"&gt;###&lt;/p&gt;&lt;/div&gt;

            &lt;div class="field field--name-body field--type-text-with-summary field--label-hidden field--item"&gt;&lt;p&gt;AUSTIN, Texas 鈥 February 3, 2026 鈥 The 麻豆原创 today released guidance regarding student walkouts, absences and actions related to political activism in response to Governor Greg Abbott鈥檚 directive to investigate instances of inappropriate political activism deliberately disrupting the learning environment in Texas public schools.&lt;/p&gt;&lt;p&gt;Consequences for students, teachers and school districts can include but are not limited to the following:&lt;/p&gt;&lt;ol&gt;&lt;li&gt;Students must be marked as absent and schools risk losing daily attendance funding if they allow or encourage students to walk out of class.&lt;/li&gt;&lt;li&gt;Teachers that facilitate walk outs will be subject to investigation and sanction including licensure revocation.&lt;/li&gt;&lt;li&gt;School systems that facilitate walkouts will be subject to investigation and sanction, including either the appointment of a monitor, conservator or board of managers.&amp;nbsp;&lt;/li&gt;&lt;/ol&gt;&lt;p&gt;Today, in classrooms across Texas, tomorrow鈥檚 leaders are learning the foundational, critical thinking skills and knowledge necessary for lifelong learning, serving as the bedrock for the future success of our state and nation. It is in this spirit that school systems have been reminded of their duty and obligation to ensure that their students are both safe and that they attend school, with consequences for students for unexcused absences.&lt;/p&gt;&lt;p&gt;State law prohibits school systems from supporting or opposing any forms of political activism that disrupts learning during the school day, including facilitation of political activism through the use of taxpayer-funded district resources. If a school system is found to be in violation of state law, the agency will investigate and take appropriate action, which can include the appointment of a monitor, conservator or board of managers.&lt;/p&gt;&lt;p&gt;State law also prohibits certified educators from encouraging or facilitating student departures from a class or school activity to engage in any form of political activism. Educators are also subject to all requirements in the Educator Code of Ethics and local employment guidelines. If findings related to violations of law by certified educators are made, such fundings will be referred to SBEC Enforcement, which will pursue enforcement actions with the State Board for Educator Certification (SBEC) to seek sanctions as warranted.&lt;/p&gt;&lt;p&gt;Individuals with any concerns not addressed in their school鈥檚 local grievance process should submit a complaint with the agency through the &lt;a href="https://www.complaints.tea.texas.gov/en-US/"&gt;Online Complaints Form&lt;/a&gt;. The agency thoroughly investigates each complaint received. By maintaining strong financial practices, these school systems are building brighter futures for the students and communities they serve. &amp;nbsp;&lt;/p&gt;&lt;p&gt;The School Financial Integrity Rating System of Texas (FIRST) was established by the 77th Texas Legislature in 2001 to provide accountability for Texas public schools on the quality of their financial management practices. The ratings are based on annual financial reports submitted by school systems to 麻豆原创 for the 2024 fiscal year. Final FIRST ratings for charter schools operated by a public institution of higher education (IHE) are assigned separately. IHEs are assigned either a &lt;em&gt;Pass&lt;/em&gt; or &lt;em&gt;Fail&lt;/em&gt; rating based on seven different indicators.
